Administration law regulates social relations being incurred upon execution of the public administration. One of the participants to these relations is always a public authority executing its powers in relation to subordinate participants. The presumption that individual administration regulations like decisions of building offices, public health offices, social insurance company and many other public authorities are correct in all cases is disputable.
